Computer restarts instead of shutting down

There are following steps follow:

1. Open Control panel
2. click on Power Option

3. Choose what the power button do (Highlighted by blue color on Left side)
4. Change settings that are currently unavailable (Highlighted by blue color)
5. Unchecked Turn on fast start-up (recommended)
6. Click on Save changes
7. Shutdown your computer and check it.
